Trilogy Emergency Medical Solutions is the largest EVOC provider in the state of Florida. We teach the U.S. DOT Emergency Vehicle Operator Course (Ambulance) National Standard Curriculum as a hybrid program โ academics online, competency demonstrated in person on a single practical day.
Florida requires it. Your clock hours don’t have room for it.
Under Rule 64J-1.013(2), F.A.C., every Florida BLS and ALS provider must document that each driver has completed at least a 16-hour course on operating an authorized emergency vehicle โ classroom and behind-the-wheel. Your graduates can’t be put behind the wheel without it, and the agency that hires them has to hold the documentation.
Here’s the structural problem: EVOC is not part of the EMS education requirements. It sits outside the curriculum you’re accredited to deliver, so there’s no clock hour allocated to it and no natural place for it to live. Every hour in your program is already spoken for.
So it ends up in one of two places: carved out of days you can’t spare, or pushed onto students to find on their own after graduation โ where a good share of them never do, and arrive at their first hiring process short something their employer is required to document.
The hybrid model removes the trade. Students complete the academics on their own time, on any device. The only thing that touches your calendar is one practical day โ and we bring that to you.
Sixteen hours is the floor. It was never meant to be the point.
Ambulance crashes hurt crews, patients, and the public, and the habits behind them form early โ in the first months a provider drives, when they’re learning what “normal” looks like from whoever is in the seat next to them. A student who is taught that operating the vehicle is a graded, evaluated skill carries that forward. One who picks it up informally carries something else forward.
We teach EVOC as the beginning of a safety culture rather than a card to be filed. Your graduates are going to spend a career behind the wheel of something heavy, at speed, in traffic, on the worst day of somebody else’s life. This is the one chance to set the tone before anyone teaches them a shortcut.

The sequence below is the whole program. Steps run in order; the only one that requires anything from your staff is scheduling the date.
We enroll your students
Trilogy handles registration, tuition processing, and the roster. Your program isn’t collecting money or tracking sign-ups.
Academics run online
Students complete the DOT academics at their own pace in the Trilogy Schoolhouse, our online training portal. No seat time comes out of your classroom.
One practical day
Certified instructors, training vehicles, cones, and equipment arrive on the agreed date โ your campus lot or an off-site location we arrange. Students drive the course and are evaluated.
Certification issued
Every student who demonstrates competency is certified, and receives their card directly from Trilogy. Nothing to file, track, or maintain on your end.
Turnkey means turnkey.
Trilogy is a Florida-licensed EMS training provider carrying its own instructors, vehicles, and coverage. Partner programs supply students and a date. We supply the rest.
Programs also receive a per-student program support payment for every enrolled student โ EVOC becomes a service you offer rather than a cost you absorb. Terms are in the partnership packet.

Bring us into the classroom for free.
Partner programs can schedule complimentary guest presentations for their students โ ambulance operations and crash-risk topics that make the case for EVOC, or special operations subjects like tactical emergency casualty care, dive medicine, and flight medicine. Good content for a slow week, and students hear from working providers outside their faculty.

Straight answers.
Do students need any certification or license to take EVOC?
No. There are no prerequisites. A first-week EMT student, a graduate, or a new hire with no medical background can all enroll. That’s what makes it easy to place anywhere in your program.
How much of my program’s time does this actually take?
The academics take none of it โ students complete them online, on their own schedule. The practical day is the only scheduled block, and if it’s run on a weekend or after a cohort finishes, it takes nothing from instructional hours at all.
Does this satisfy the Florida requirement?
It’s built for it. Rule 64J-1.013(2), F.A.C. requires at least a 16-hour course covering specified didactic content and behind-the-wheel practical skills, and Section 401.281, F.S. makes the hiring provider responsible for documenting it. We teach the U.S. Department of Transportation Emergency Vehicle Operator Course (Ambulance) National Standard Curriculum against that structure โ which is also why the course can’t be delivered entirely online. The practical day is what the rule’s behind-the-wheel component requires.
What does the campus need to provide for the practical day?
A paved area large enough to lay out the driving course, and students. If your facility can’t accommodate it, we run the practical at a location we arrange instead โ that’s a common setup and it doesn’t change anything for your program.
Whose insurance covers the driving?
Ours. Trilogy carries liability coverage for the training, provides the training vehicles, and supplies the certified instructors conducting the evaluation.
Can graduates come back for EVOC after they’ve finished the program?
Yes โ and many do. Because there are no prerequisites and the academics are self-paced online, alumni can be added to a scheduled practical day whenever one is running near them.
We’re an agency, not a school. Can we still use this?
Yes. Agencies refer new hires and personnel the same way programs refer students. If your agency has its own certified EVOC instructors, they can run the practical while personnel complete the academics online through an agency portal; if not, our instructors handle it.
What does it cost, and is there anything in it for the program?
