In Florida, this isn’t a best practice. It’s a documented rule.
Rule 64J-1.013(2), F.A.C. requires every BLS and ALS provider to document that each driver has completed at least a 16-hour course of instruction on driving an authorized emergency vehicle. The rule names the content: legal aspects, route selection, defensive driving, accident avoidance, vehicle control and safety checks โ plus behind-the-wheel practical covering braking, backing, slalom, skid steering, and turn-arounds.
Section 401.281, F.S. puts that burden on the licensee, and the Department inspects for it. Services unable to verify compliance are subject to disciplinary action.
Two things follow from how the rule is written. It’s the provider who must hold the documentation, not the employee. And because the rule specifies behind-the-wheel training, a course delivered entirely online cannot satisfy it โ there has to be a practical.

A rule can tell you what to document. It can’t tell you what kind of organization you’re running.
Plenty of agencies treat EVOC as paperwork โ get the hours logged, get the card in the file, move on. And compliance across the state is genuinely uneven; we still encounter services that haven’t made it a condition of driving at all, even though it’s mandated. That’s not a training posture. It’s an exposure.
The agencies that get real value out of this treat the course as the opening move in a driving safety culture, not the close of a compliance item. Because what actually determines whether your people arrive safely isn’t the certificate โ it’s what they do at an intersection at 0300 when nobody is watching, and whether the organization around them has made it clear which behavior is expected.

Can our people just take an online EVOC course and be covered?
No. The rule specifies behind-the-wheel practical content โ braking, backing, slalom, skid steering, turn-arounds โ which cannot be demonstrated online. Any course that satisfies 64J-1.013 has to include a driving component. That’s the reason our program is hybrid rather than fully online.
How much time does this actually take off the schedule?
The academics take none โ they’re online and self-paced, completed off-shift or during downtime. The practical day is the only scheduled block, and we’ll run it on a weekend or a low-volume day if that’s what keeps your units staffed.
We already have certified EVOC instructors. What do we actually get from you?
The academics, delivered in your own agency portal, plus the curriculum and the credential behind it. Your instructors stop building and delivering classroom content and spend their time on the driving course instead. You keep control of scheduling and testing.
We don’t have instructors. Is that a problem?
Not at all, and it’s common โ instructor certification is discipline-specific, so having strong instructors in other areas says nothing about EVOC. We bring certified instructors, vehicles, equipment, and insurance and run the entire course for you.
Do our people need any license level or prior certification?
No. There are no prerequisites. Drivers, EMTs, paramedics, and non-licensed personnel are all eligible, which makes this workable for mixed-role agencies and for candidates who haven’t started yet.
Can new hires complete this before their start date?
Yes, and many agencies use it that way. Because there are no prerequisites and academics are online, a candidate can finish the coursework before day one and arrive needing only the practical.
Whose insurance covers the driving?
In the full-service model, ours โ Trilogy carries liability coverage for the training, provides the training vehicles, and supplies the certified instructors conducting the evaluation. If your own instructors run the practical in your vehicles, that portion sits with your agency, as it would for any in-house training.
What does the agency portal cost, and what’s in it?
