The most repeated task
in your department
More driving happens in a firehouse or an EMS agency than any other single thing the department does. Every call starts with it, every shift is full of it, and most of it goes fine — which is exactly the problem. Anyone who has been driving an emergency vehicle for any length of time gets complacent about it. Turning the key and responding becomes automatic. Automatic is where the crashes come from.
A department that wants a culture of safety builds it into the thing its people do most. That means treating emergency vehicle operation as defensive driving inside that culture — taught by the department’s own instructors from the first day of orientation, and put back in front of every driver every year, rookie or twenty-year veteran.
It does not matter whether your state requires EVOC. It matters whether your department does.
An outside class teaches a driver the curriculum. Your own instructor teaches the driver your vehicles, your streets, your policies — and keeps teaching on the apparatus floor after the class is over.
What $2,995 establishes
No annual fee. No per-student tuition for your own employees, members or enrolled students. Everything below is included.
Three certified EVOC instructors
Three enrollments in the Trilogy EVOC Instructor Course — fully online, 24 CEUs, certification valid three years. Your in-house cadre, certified to deliver the full EVOC Provider Course, including the behind-the-wheel practical.
EVOC Provider Course
U.S. DOT National Standard Curriculum. Academics online in your portal; practical in your own vehicles with your own instructors. New hires in orientation, or the entire department.
Unlimited seatsAnnual EVOC Refresher
Fully online. Assign it to the whole roster every year. No instructor required. Available, never required.
Unlimited seatsCulture of Safety for Emergency Vehicle Operations
Seven modules built for the cab: why operators crash, emergency-mode judgment, intersections, the cab as a cockpit, fitness to drive, just culture behind the wheel, and the agency driving program. Run it once, or every year.
Unlimited seatsYour own Schoolhouse portal
“[Your Agency] Schoolhouse, powered by Trilogy.” Your administrator adds personnel, assigns seats, follows every student’s progress and prints student and roster reports.
$375 instructor rate & 20% off the catalog
Add an instructor, replace one who leaves, or renew — $375 each, half the current instructor rate. And bulk seat purchases by your agency in any other Trilogy course are 20% off for as long as you hold your portal.
Your people. Your vehicles. Your schedule. Your records.
- Certify your instructorsYour three instructors complete the Trilogy EVOC Instructor Course online. Trilogy builds your portal and hands your administrator the keys.
- Train every new hireNew hires complete the EVOC Provider academics in your portal during orientation. Your instructors run the behind-the-wheel practical in your own vehicles and complete the course in person.
- Every year, the whole rosterYour administrator assigns the online Refresher and Culture of Safety course to everyone and prints the completion report. Your department holds the record.
- Keep the cadre currentWhen an instructor is promoted, transfers or retires, you replace them at $375. The program stays with the agency.
The terms
$2,995 covers the full term. No annual fee, no per-student tuition for your own employees, members or enrolled students.
Valid three years. They belong to the instructor, but they authorize teaching only for the organization that sponsored them — they do not transfer to a new employer. The Provider course requires at least one current instructor; if every instructor lapses, it pauses until one renews or is added. The Refresher and Culture of Safety keep running.
Portal access, the $375 rate and the 20% discount belong to your organization. An instructor who leaves cannot take them along; a new employer would need its own program.
Trilogy offers renewal for a further term at the then-current program rate, and the decision is yours. Your original instructors’ certifications expire the same month, so the renewal quote lists the program and their $375 renewals together — one decision. Not renewing costs nothing.
The Instructor Course carries 24 CEUs and Culture of Safety for Emergency Vehicle Operations carries 5. NREMT accepts them for recertification; state acceptance varies.
Fire departments, EMS agencies (public or private), colleges and EMS education programs, government and hospital-based EMS — within the United States, training their own personnel or enrolled students. Not available to third-party or commercial training providers.
Frequently asked
Our new hires already have EVOC when we hire them. Why would we need this?
Because most departments put new hires through their own driver training anyway — on the department’s vehicles, under the department’s policies. The program puts that in-house training on the U.S. DOT National Standard Curriculum with your own certified instructors, the academics in your own portal, and the record in your file. And it gives the whole roster the online Refresher and Culture of Safety course every year, which is not on anyone’s card.
Our state does not require EVOC. Is this still for us?
Yes. Driving is the most repeated task in any department, and complacency does not depend on the statutes. The program lets a department build defensive driving into its culture of safety with its own instructors, whether or not the state requires it.
Is the whole thing online?
The academics are, and the Refresher and Culture of Safety course are entirely online. The behind-the-wheel practical for the Provider course is delivered in person by your certified instructors in your own vehicles. A fully online EVOC cannot satisfy a behind-the-wheel requirement, and this program does not pretend to.
We already have Trilogy-certified EVOC instructors. Do we still need to buy the program?
Yes. The program is the portal, the courses and the terms, not just the instructor seats — and every agency receives its three new instructor enrollments. Your existing Trilogy-certified instructors are added to your agency’s Schoolhouse as authorized instructors at no charge, so they deliver the Provider course alongside the new cadre from day one.
Do instructors have to renew?
Yes, every three years, like every instructor credential. Under the program you renew at $375 — half the current instructor rate — and that rate is guaranteed for the term. Adding or replacing an instructor is also $375.
What happens when an instructor leaves?
Your agency keeps its program and trains a replacement at $375. The departing instructor keeps the certification until it expires, but it authorizes teaching only for the organization that sponsored it — it does not transfer to a new employer.
Is there a limit on how many personnel we can train?
No. There is no per-student tuition for your own employees, members or enrolled students.
What is the 20% discount?
For as long as your agency holds its portal, bulk seat purchases by the agency in any other Trilogy course — for example the 16-CEU Culture of Safety for Emergency Responders — are 20% off. It applies to agency purchases through the portal, not to individuals buying on their own account.
How do we pay?
Credit card or P-card at checkout. If your agency must use a purchase order, email training@trilogyems.com with your agency name and contact information; public agencies, colleges, hospital systems and licensed ambulance services generally qualify.
How long until we are up and running?
After purchase you return a one-page enrollment form naming your administrator and three instructors. Your instructors are enrolled in the Instructor Course, Trilogy builds your portal, and you receive your activation date and login when it is ready.
Three years. Your instructors. Every new hire. Every year.
Three certified instructors, your own portal, unlimited seats in three courses, the $375 instructor rate and 20% off the catalog — for three years.
