Emergency Vehicle Operations

EVOC training, built as a program — not a box to check.

Trilogy EMS has taught the DOT National Standard Emergency Vehicle Operator Course for fifteen years — to individual responders, to college and academy programs, and to departments who wanted the whole thing brought in house. Everything we offer lives on this page.

Start here

Three ways in. Pick the one that describes you.

Most people land here looking for one of three things: a certification of their own, the credential to teach it, or a way to run the whole thing inside their own organization.

I need EVOC for myself

Individual responder

You need the 16-hour certification — usually because an employer asked for it, or because you want it in hand before you apply. Take the class with us: academics online, driving practical on the range with our certified instructors and training vehicles.

EVOC Provider course →
I want to teach it

Instructor candidate

Open to anyone — no prerequisite, no sponsorship required. Fully online, certification valid three years, and you finish with the complete instructor package including the presentation materials, so you can teach the course traditionally at no further cost.

EVOC Instructor course →
I run training for a department

Fire department or EMS agency

Public or private, career or combination. Certify your own instructors first, then decide how much of our infrastructure you want behind them — one component or all of them, your call. Colleges and EMT programs have a separate partnership route, further down this page.

Every EVOC course we offer

Six courses. Buy any of them on their own, or get five of the six together in the Agency EVOC Program.

EV-100 + EV-150

EVOC Provider Course

$149per student

16 hours · 8 hours online academics + driving practical · Tampa, Orlando and Ft. Lauderdale · Certification valid 3 years

The DOT National Standard curriculum, rewritten for 2026 across ten modules — legal authority and due regard, vehicle dynamics, defensive driving, emergency-mode operation, intersections, adverse conditions, crash avoidance, and occupant and scene safety. You complete the academics online on your own schedule, then meet us on the range for the behind-the-wheel portion: braking, backing, serpentine, skid control and turn-arounds, run in our training vehicles with certified instructors.

No prerequisites. Take it before you start a program, during, or after — it doesn’t matter. Most agencies want it in hand before your first shift, and a number of them want it before they’ll even make an offer.

EVOC INSTRUCTOR

EVOC Instructor Course

$750per seat

Fully online · 24 CEUs · Certification valid 3 years · Open enrollment

The credential that lets you deliver the EVOC Provider course. Anyone can enroll — there is no sponsorship requirement and no gate. You finish with the full instructor package, presentation materials included, and you can teach the course traditionally from that point forward without paying us anything further. Certificates you issue carry your name as the instructor alongside your organization’s name and logo — your course, your credential, your records.

This is the door every organization comes through. Departments, agencies, employers and academic programs that want to run EVOC internally certify their own people here first.

EV-100 — PORTAL SEAT

Provider Academics Seat

$49bulk from $20

Online academics only · For organizations with certified instructors · Volume pricing below

Restricted product. Academics seats are sold only to organizations whose personnel hold a current Trilogy EVOC Instructor certification. Qualified instructors can purchase directly in the portal. Everyone else — training chiefs, administrators, purchasing — contact us and we’ll set it up.

Your certified instructor still runs the driving practical. This is the eight hours of academics delivered through the Schoolhouse portal instead of a classroom, with assignment, progress tracking, completion records and printable student reports for every driver on your roster.

Certificates issue under your organization’s name and logo, the same as they would in your classroom. Where a single instructor runs the course, the certificate names that instructor; where several do, it names your portal coordinator.

EV-200

Emergency Vehicle Operations Field Preceptor

$395bulk from $249

8 hours · Fully online · EVOC Provider prerequisite · No instructor credential required

Standards require that a new driver be supervised. None of them define the person doing the supervising. This course builds that person — the senior medic, the ranking officer, whoever is actually in the right seat watching a probationary employee drive — into a coach and a facilitator of your safety culture. It does not make them an instructor, and it doesn’t prescribe how you run your field training.

Built against NFPA 1550, NFPA 1500 and NFPA 1010, and it ships with the field instruments you need to document the process.

CS-200

Culture of Safety for Emergency Vehicle Operations

$149bulk from $59

5 hours · 7 modules · Fully online · No instructor credential required

Driving is the single most repeated task in a firehouse or an EMS agency — more repetition than any clinical skill, by an enormous margin. Anyone who has done it long enough gets comfortable. This course works on that directly: why operators crash, emergency-mode judgment, intersections, the cab as a cockpit, fitness to drive, just culture behind the wheel, and how to build an agency driving program that holds.

Works as an initial course or as your annual culture touchpoint. Run it every year if you want to.

EV-120 / EV-110

EVOC Refresher — 8 Hour and 4 Hour

$1494-hour: $99

Fully online · No practical required · No instructor credential required · Bulk from $39

Most states have no refresher requirement at all. That is exactly why these exist — not to satisfy a rule, but to bring your people back to the material once a year before complacency does its work. The 8-hour covers all ten DOT lessons at refresher depth. The 4-hour is high-risk core only: legal authority and due regard, vehicle handling and dynamics, emergency mode and crash avoidance, occupant and scene safety.

Also useful for remediation after an incident, or any time you need a documented intervention.

EVOC Instructor seats are $750 and are not volume discounted. The one reduced instructor rate we offer is $375, available to organizations enrolled in the Agency EVOC Program for adding, replacing or renewing instructors during their term. Organizations holding a Schoolhouse portal also receive 20% off bulk seats in Trilogy courses outside the EVOC line.

Why the portal

The classroom is the expensive part

Your instructor can teach the academics in a classroom from the materials we give them, at no cost to you. Run the numbers on what that day actually costs before you decide it’s free.

400 person-hours to put 50 people through 8 hours of classroom academics
$12,000 in wages at a loaded $30/hour — before backfill, overtime or the instructor’s day
$1,250 the same 50 people through the portal, completed on shift, nobody pulled off the floor

Illustrative figures — substitute your own loaded rate. The point holds at any wage: the seat is not what the training costs you. The day is.

For departments and agencies

The Agency EVOC Training Program

One fee. Three years. The complete EVOC capability, inside your department, run by your own certified instructors. Built for fire departments and EMS agencies, public and private.

This is not an all-or-nothing training model and we don’t ask you to dismantle anything that already works. You get the infrastructure and you decide what to use — run one component or run all five. If you already have a driving program you like, keep it and take what fills the gaps.

Your organization gets a customized Schoolhouse portal with administrator control: log in, assign seats, follow progress, print student reports. That last one matters more than it sounds. The licensee carries the burden of proving every driver was trained, and a drawer full of sign-in sheets is a poor answer when someone asks.

What the program includes

3 seats EVOC Instructor Course
6 seats Field Preceptor (EV-200)
Unlimited EVOC Provider academics
Unlimited EVOC Refresher — 8 hour or 4 hour
Unlimited Culture of Safety (CS-200)
Included Customized agency Schoolhouse portal

Three-year term, renewable at the prevailing rate. Additional, replacement and renewing instructors are $375 each during the term — half the standing rate, locked for your full term. Instructor certifications are held by the individual and authorized for teaching at your organization. Available to fire departments and EMS agencies within the United States, public and private.

Two things worth knowing

Where EVOC actually sits

Florida providers: the documentation is yours

Rule 64J-1.013(2), F.A.C. requires every BLS and ALS provider to document that each driver completed at least a 16-hour course on driving an authorized emergency vehicle — specified didactic content plus behind-the-wheel practical. Section 401.281, F.S. puts that burden on the licensee, and the Department inspects. Two consequences people miss: the provider holds the records, not the employee, and no course delivered entirely online can satisfy the behind-the-wheel requirement. Sixteen hours is the floor, not the point.

Colleges and EMT programs: EVOC isn’t in your curriculum

EVOC sits outside the accredited EMT and paramedic curriculum, so programs have no clock hour for it and students fall straight through the gap — then discover at hiring that they needed it. We run turnkey partnerships: Trilogy handles registration, tuition, the LMS, instructors, vehicles, equipment and liability insurance. Students complete academics online with one practical day on your lot or off-site, certification issues directly to the student, and your program receives a per-student support payment. Partner programs also get free guest presentations. If you would rather run it in house, certify your own instructors and buy academics seats at the volume rates above.

Not sure which piece you need?

Tell us the size of your roster and how you’re handling driver training now. We’ll tell you straight whether the program makes sense for you or whether you’re better off buying a couple of seats.
